YES of course he can, if he can have sex with women, he can procreate!! SO the difference is that some men assume or take on the role of being more womanly and effeminate and that is the identity they like to project and feel good about. Other gay men, look and seem like any other “straight guy”. Both are just fine!! It is really the individuals choice how or what they want to project or look and behave like.
